Overview

RAMPxchange is an online cybersecurity marketplace where buyers can increase their security posture by procuring products or services from a network of verified vendors using prebuilt procurement templates and managing the process from solicitation through post-award vendor management. In addition to its technology platform, RAMPxchange also provides cybersecurity and procurement experts to support its members on their cyber journey.  

 

Reporting to the Managing Director of RAMPxchange, the RAMPxchange Procurement Manager is responsible for leading and overseeing the procurement process from initiation to award. Procurement guidance supports both public and private sector users in the marketplace. The Procurement Manager will be responsible for creating resource materials, identifying the procurement team structure, and providing guidance and expertise to RAMPxchange members. The ideal candidate will have strong leadership skills, a deep understanding of procurement best practices, and a proven ability to grow and manage a team.  

Responsibilities

  • Solicitation Development and Management  
  • Lead the preparation, drafting, and issuance of solicitations, including Requests for Proposals (RFPs), Requests for Information (RFIs), Requests for Quotes (RFQs), and other procurement documents.  
  • Define clear, comprehensive specifications; evaluation criteria; and scope of work in collaboration with RAMPxchange members.  
  • Procurement Planning  
  • Develop and implement procurement timelines to align with RAMPxchange member goals 
  • Procurement Process Optimization   
  • Develop and implement policies, procedures, and workflows to enhance the efficiency and effectiveness of the procurement process.  
  • Compliance and Risk Management 
  • Provide oversight that all procurement activities comply with applicable local, state, and/or federal regulations, as well as organizational policies.  
  • Identify, mitigate, and manage risk associated with procurement activities. 
  • Team Leadership, Training, and Communication 
  • Lead and mentor a future team of procurement professionals, fostering a culture of accountability, collaboration, and continuous improvement.  
  • Provide guidance and training to staff on procurement policies and best practices.  
  • Act as a liaison between departments.  
  • Work in partnership with leadership to enhance and execute the strategy to grow RAMPxchange. 

Qualifications

  • Education  
  • Bachelor's degree in Business Administration, Supply Chain Management, or a related field. A Master’s degree or relevant certification (e.g. CPM, CPSM, PMP) is a plus.  
  • Experience 
  • Minimum of 5 years in procurement, purchasing, contract management, or a similar role, preferably in a public sector or enterprise environment.  
  • Demonstrated experience managing the solicitation process and evaluating bids.  
  • Skills and Competencies  
  • Strong knowledge of procurement principles and practices.  
  • Understanding of procurement regulations (e.g. Uniform Guidance, Federal Acquisition Regulation (FAR), state-specific law).  
  • Excellent project management and organizational skills.  
  • Exceptional written and verbal communication skills.  
  • Self-motivated with the ability to work with and as a team. 

Nice to Have: 

  • Cybersecurity industry knowledge or related experience  
  • Knowledge of cybersecurity products and services
